The Politburo of the CPI(M) is strongly opposed to the manner in which the Bill to create a separate State of Vananchal a Bihar was introduced in the Lok Sabha on December 23.

Describing the BJP-led Government’s move as "undemocratic" the Politburo said in a statement on December 24 the division of an existing State under the Indian Union was a serious matter and the BJP-led Government had shown contempt for the federal principle by the way the Bill was rushed through The Bihar State Assembly had rejected the proposal for the division of Bihar after the Bill was referred to it earlier It was shocking that the BJP-led Government pushed through a major constitutional Bill for its narrow political interests against the wishes of the elected legislature of Bihar .

The politburo regretted that some Left and democratic parties were willing to go along with this attack on the federal principle portending a serious threat to the powers of the States. The CPI(M) called upon the people of Bihar and all democratic-minded sections in the country to protest the introduction of the Bill in the Lok Sabha to divide Bihar

Amid protests from the non-Congress Opposition members including those of the RJD,SP and CPI(M)the BJP-led Government at the Centre tabled the Bihar Reorganisation Bill ,1998, in the Lok Sabha to divided the State of Bihar on December 23. The Home Minister introduced the Bill after the agitating members forced three adjournments of the House during the day. The protesting members criticized the manner in which the Bill was moved. Demanding its rejection the MPs asked the Speaker to expunge the proceedings from the record of the House when the Bill was tabled. The Opposition said a bad precedent had been set by ignoring the rules by the members raised .
