
| NEWS NOTES Panchayats to undertake rural electrification
The State Government has already set up the Rural Energy Corporation under the Companies Act and the company has been registered too. The work on developing the infrastructure for the Corporation upto the district level is going on apace. The Corporation will handle all electrification work exclusively at the rural level. A special development cell has been created which will be under the Rural Development wing of the State Government. The cell will coordinate with the State Electricity Board and the three-tier panchayat bodies in implementing the rural electrification schemes. It is significant that the pannchayats are being given the responsibility of implementing schemes for generation and supply of electricity to the villages. The cell will have a branch in each district. It is now an added responsibility of the panchayats. Earlier, the State Government had set up example before the country by getting schemes, on education, health , public works irrigation , agriculture and flood control implemented by the panchayat bodies. Decentralisation of power started way back in the late eighties when at the very outset of the Seventh Five Year Plan the State Government had also decentralized the process of planning, with the formation of Plan bodies at the State and at the district levels. The planning for capital-intensive projects was retained at the State level and the one for all sectors for rural development was transferred to the district levels. Funds for all rural projects were allocated following discussion between the State Planning Board and the concerned District Planning Committee. Practically, the example set by West Bengal then attracted attention of the entire country. Even the then Congress Prime Minister, Rajiv Gandhi had no other alternative but to laud the Left Front Government for making an exemplary effort in decentralising power. The panchayats are also being involved in two more areas----- education and health. Regularly funds are being allotted for the purpose. . The State Government has been aiding the panchayats with funds for set ting 2,000 new schools in the rural areas. Concerned district Planning Committees , the Siliguri Mahakuma Parishad and the Gorkha Hill Council are to select sites for setting up these schools. |
