Lakhs of West Bengal government employees can legitimately claim a share of the success of the Left Front over the past twenty two years. A section of them, perhaps a growing one, may earn the stick now for shirking their responsibilities or performing their duties half-heartedly.

Be it in the sphere of revisions of pay scales or in the payment of enhanced component of dearness allowance Chief Minister Jyoti Basu has always extended the support of the Left Front Ministry to redress the grievances of the employees time an again. The Coordination Committee of the State Government Employee's Associations has eloquently acknowledged the Left Front gesture and that is why the Committee has to admit of shortcomings, however small these might be.

Even Jyoti Basu did not stop in making some unpleasant suggestion to the Coordination Committee while addressing the open session of the Coordination Committee in Calcutta on February 18. Said Basu, employees responsible for dereliction of duty even after being warned have to be punished. An anguished Basu even proposed that Ministers will check up attendance registers at the end of each month with a view to imparting necessary acceleration in the government work. And in the task of streamlining the administration Basu sought the cooperation of the employees. The mode of punishment to be awarded to the recalcitrant employees would have to devised by the Coordination Committee itself. Basu said he not want all the employees to earn a bad name for a handful of their colleagues.

The Coordination Committee is not unware of the deviatiations that have creeped into the functioning of a section of their colleagues who have been overwhelmed by the policy of consumerism untirngly propagated by the capitalist world. A negative influence is weakening our time-tested values and sense of morality.

An inclination to resort to corruption of the trade union leadership too are exhibiting moral weaknesses, the committee report observes.

Harmful influences of bureaucratism, lack of discipline and wastage are casting their shadows on the overall performances of the employees. These weaknesses, though small have to be done away with. They are to arrive at office punctually and depart from office at the scheduled time and completion of the day's work in between is of utmost importance and this also is a precondition for being offered an employment in a government office. The employees not always keep in mind this condition of employment.

So the employees will being responsible to their social responsibilities develop a work culture that will enable them to interact as also to cooperate with the people of the state in a bid to serve their interest best. A responsible work force of course, provides strength to the Left Front Government in West Bengal.
