
| Editorial IS PRIVATISATION THE ONLY ANSWER TO THE PROBLEM?
It appears from the move of the Government of India that privatisation is the only answer to the problem of industrial sickness. The Union Industry Minister Mr. Bhakt had announced earlier that the Government of India will withdraw itself from all types of industrial and trading activities and those activities will be handed over to the private sector within the next five years. In fact, the BJP-led Government is frantically moving towards privatisation of all types of such activities of the government. It appears from their move that if the private sector takes over the activites of the public sector, the sickness of industries in the public sector could be removed immediately. So, one after another they are deciding to sale and dis-invest the shares of the central public sector industries to the private sector. They are also opening up the areas under service sector and successively withdrawing themselves from the social services even like education, health, public distribution system etc. But the performance of the private sector globally and nationally is not encouraging enough. They are not in a position today to manage their affair. No one can deny that despite their efforts to survive through capture of the market of domestic industries in the developing countries, the multi national corporations are not in a position today to manage their affair. When there is no market for their products, private sector is not capable of overcoming the industrial crisis, because within the capitalist system, today, they are incapable of developing market for their product. Under the circumstances, the multinational companies are more interested in utilising the market, already developed, than investing in industries in the developing countires. The Government of India instead of investing money for revival is trying to hand over the sick central public sector industries to the private sector. Experience shows that the private sector is not coming forward to take the responsibility of reviving any of the sick public sector industries. Ultimately, the industries are being closed throwing thousands of employees out of employment. These steps, in turn, are protecting the interests of the foreign capital. Nationally, private sector could not show themselves more efficient than the public sector in the question of overcoming sickness of industries. Much more is sick and closed in the private sector than in the public sector. Therefore, in the question of revival of sick industries and industrialisation, public or private is not the main issue today. The main issue is how to develop market for the industrial products. The present policy of liberalisation is incapable of doing the same. Instead of confining themselves in privatisation, the Government of India should concentrate on the issue of developing market and should adopt alternate policies and steps to uplift the economical level of the people. 22nd February 1999. |
