Side by side with development of industrial infrastructure and improvement in industrial culture, the Left Front government in West Bengal has laid equal emphasis on settlement of industrial disputes too to make the State the destination of foreign and indigenous investors.

To give a push to industrialisation in the State, representatives of the different Chambers of Commerce will be included in an advisory committee, which will be headed by the Chief Minister Jyoti Basu himself. In this high-powered committee, trade unions will also be represented. The idea is to arrive at a consensus whenever dispute arises.

On February 23 Basu at a meeting with representative of Chambers of Commerce gave enough indication to the industrialists that the State was industry-friendly. Basu however, said that the Left Front Government in West Bengal considered bandh / strikes as the last report of the working class. Bandhs / strikes are also not called every now and then. Even there may be a difference of opinion between the Left Front Government and the Industry on the issue of strike / bandh the two sides will continue dialogue on the issue. The Chambers of Commerce also felt that strike-bandhs was a democratic right of the people. They also did not raise the constitutional propriety of calling a bandh. They however, felt that if bandhs were called periodically, wrong signals would reach the prospective investors in the State. Moreover strikes are being treated as holidays these days, the Chambers' representatives felt. The workers in the unorganized sector they said will be hit hard because of bandhs. The Chambers therefore favoured pen-down strike lasting, say an hour. The Chambers' proposal did not find favour with the trade unions which felt that trade unions call a bandh for a definite purpose and not for fun.

It was also decided at the meeting that advisory committees comprising representatives of the State Government, Chambers of commerce and trade unions would also be constituted at the district level to expedite resolution of all industrial disputes. Processing of applications for investment is another area where the state Government has already proposed to reduce the time for processing of industrial application by around 50%. The one-window arrangement of the WBIDC will also be put to use more effectively. In Haldia, the focus now is on developing the down-stream industries that are to come up using the basic inputs produced by the petrochemical project. The problems of sick and closed units have to be sorted out simultaneously now that the industrial climate has improved considerably in the State.
