
| NEWSNOTES T.U. REPRESENTATIVES NOT SATISFIED OVER ILC
New Delhi Bureau T he two day 35th Indian Labour Conference ended here in New Delhi within one and half day deliberations which left most of the trade unions representatives unsatisfied. Though two recommendations were adopted one industrial sickness and generating employment opportunities. But not much discussion took place in the commission before adopting this recommendations. The recommendations adopted where not even circulated to the delegates but just read out .Later on it was told to the press that important recommendations were suggested on industrial sickness like improving the institutional mechanism for properly dealing with the causes of sickness. It suggested that the name of Sick Industrial Companies Act (SICA) be changed to Industrial Companies (Prevention of Sickness and Rehabilitation) Act. It desired that the immunity given under section 22 of SICA for recoveries of statutory dues,given to the workers are minimised.It further recommended that vacant posts in the BIFR be expeditiously filled up with professionals drawn from various relevant fields and decision of revival and winding up be done on time-bound basis. Other recommendations include separate provisions in the revival plans for payment of statutory dues to workers and mandatory powers be given to the BIFR as opposed to is advisory role at present.There was consensus among members that "sickness should be defined properly so that it is detected in the initial stage itself.The ILC also suggested to establish a legislative framework for role of labour department in the SICA. According to officials the ILC gave a separate sets of suggestions for the stake holders namely employers ,trade unions and government. The ILC also suggested that the Ministry of labour be redesigned as ministry of labour & employment. In the commission on Industrial Sickness in the recommendations some of the CITU suggestions has been incorporated it is learnt.It was further learnt that in his brief intervention Chittabrata Mazumdar speaking on behalf of the CITU suggested that as the government is taking new steps as part of the continuance with the policy of the liberalization like transformation of export promotion zone to free trade zone , opening up imports etc, it is required to be reviewed, from time to time which are also the causes of the sickness of the domestic industries. There was some angry exchanges when Minister for Labour Jatiya who is the chairman of the conference refused to allow CITU general secretary MK Pandhe to speak. Ultimately after protest and exchanges of words he was allowed.Among the points he made he wanted that the fact that yesterday the trade unions had stayed away from the meeting for some time to press for action on the issues on which the earlier ILCs had taken decision and also to hold discussion raised by the trade unions be discussed and the subsequent assurance of the labour minister only after with the trade unions returned to the meeting be recorded . Later on in the official statement issued to the press it was said,"" progress on action taken on the recommendations of the earlier meetings of Standing Labour committee and Indian labour conference was also reviewed. It was agreed that the ministry would expedite action on items where there has been no or unsatisfactory progress, if necessary,in consultations at the highest level in the government . |
