Worker's agitation over employment of land-losers in Haldia petro-chemicals factory having been withdrawn through negotiation construction work of the factory has resumed in full swing.

On May 26 a meeting was held in the Writers' Building chamber of the State's Finance Minister Dr. Ashim Dasgupta where the Hindusthan Petrochemicals Limited Chairman Mr. Tapan Mitra, Managing Director Mr. A. Krishnamurthi and former CPI (M) MP and CITU leader Lakshman Seth and Chief Minister’s Special Assistant T.K. Sengupta were all present to discuss the problem in detail. The problem was resolved. It has been decided that the Haldia Petrochemicals management would take the necessary initiative in recruiting men from the list of land-losers prepared by the concerned district-administration.

The Finance Minister Dr. Dasgupta said that the district administration had submitted a primary list of 750 land losers to the State Government. He said that the management would take necessary steps about them. The company management Dr. Dasgupta said had informed the state government that it has identified 114 categories of employment. Land-losers would also be provided employment from those categories of jobs too. The meeting was fruitful, Dr. Dasgupta said.

The same day at Haldia the additional district Magistrate of Midnapore the district CITU leader Gurupada Barman and a representative of a south India contractor’s firm held a meeting to short the problems. The representative of the south Indian contractor's firm promised to resume work too.

Earlier on 24 May the acting Chief Minister Buddhadev Bhatacharya, commenting on agitation of workers in Haldia petrochemicals factory site said that the work could not allowed to be disrupted under any circumstances. If problems at all arose, it could be resolved through negotiations. The Finance Minister Dr. Dasgupta offered the same assurance to the company. With the State government taking the initiative, the problem was sorted out through discussion with the leaders of the agitating workers. Speaking on the issue the CITU General Secretary of the West Bengal Committee, Chittabrata Majumder said the discussion between the HPL management and trade union representatives was held with the State Government intervening in the matter. The campaign being made that HPL work had been stopped was not correct, he said.

The HPL Chairman Mr. Mitra said on the day that the work of the petrochemical complex would be completed as targeted. Meanwhile, the work on the naphtha cracker plant is almost complete. He informed that the naphtha cracker plant would be commissioned on an experimental basis in a fortnight. In fact, three-fourths of the work of he overall work of the petrochemical complex would be completed by June itself. He also said that the management of the HPL would announce its policy on recruitment of those in the company who has lost their land for setting up the HPL.

The HPL management had a meeting with Buddhadev Bhattacharya. Bhattacharya told the management that there should no deceleration in the speed of the work in building the complex. In fact it would have to be completed before scheduled he told the management. He assured the management there would be no further agitation by the workers. The management of the HPL had also been asked to sort out the problem of the land-losers by June 15.

He said the worker's agitation's was spontaneous but he said it could not be an excuse for stopping work in the complex. The acting Chief Minister said that his party, the CPI (M), had no difference with the State Government on the issue. Explaining the State Government policy Bhattacharya said that if needed those technical personnel whenever needed could be recruited from outside the state, but priority is given to such technical men if available within the State. The HPL Chairman said that no policy had been framed for recruitment of personnel for HPL. A foreign firm has been commissioned to make an assessment of personnel required. After the receipt of report of the firm, advertisement would be inserted in newspapers over the country calling for applications. He said that the company had recruited 183 technologists after screening of 10,000 applicants. Those selected were from eastern region states. Of these 49 were from Midnapore district. Besides 160 trainee technicians have been appointed of which 48 hail from Midnapore.

Chittabrata Majumdar said that the CITU did not believe in the 'sons of the soil' theory. But those who have lost land for the complex would have to be given additional benefits, Majumdar said. The HPL Chairman Mr. Mitra said that the cost of the Haldia petrochemicals complex was estimated to cost Rs. 5,170 crores. So far around Rs. 3,700 crores has been spent. A foreign loan of Rs. 400 crores have been received this year 6 in addition to the amount already spent, according to the Commercial Director of HPL Mr. V.K. Chowdhury said that the Pokhran nuclear blast, the unstable political situation in the country, the South-East Asian economic crisis all resulted in the foreign financial institutions delaying release of funds for the company. But those problems have been sorted out now. Mr. Chowdhury hoped that the project would be completed with less than the stipulated fund.
