Relocation Strategy for polluting Industries in Calcutta Metropolitan Area

An effort has been undertaken to identify the polluting industries existing in Calcutta Metropolitan Area (CMA) and to estimate the cost of organizing these industries by relocating new area having scope of infrastructural facility to combat pollution or to do same by using pollution control device at the existing location. As many a 15(fifteen) industrial activities in the area have been identified out as polluting industry on an indicative basis. The identified areas are:

  1. Foundry
  2. Re-rolling mill
  3. Paints & Varnish
  4. Pigments
  5. Acid manufacturing and formulation
  6. Pesticide formulation
  7. Storage battery
  8. Antimonial Lead (non-ferrous foundry – Raw material for battery plate).
  9. Drugs and pharmaceuticals
  10. Coal briquette
  11. Rubber molding with boiler
  12. Galvanizing
  13. Anodizing
  14. Electroplating
  15. Engineering fabrication and light engineering

Calcutta Metropolitan Area is spread over in the districts of Howrah, Hooghly, North 24-Parganas, South 24-Parganas, Calcutta and Nadia (Kalyani). This report is based on the survey and analysis made by the DICs of these districts. Reports reveal some important facts given herein below:-

  1. Total polluting industries (SSI) registered under above group (Leather is not considered here for the reason that a separate complex is under consideration for that group)
  2. There are polluting industries existing in cluster or scattered over CMA in sizeable quantity. These are as follows:-

    Foundry, Re-rolling mills, Paints & varnish, Storage battery and Antimonial lead, Coal briquette, Rubber molding, Drugs and pharmaceuticals. Acid manufacturing and formulations and anodizing, galvanizing and electroplating.

    Some ideas of relocation of areas for such group come to ones mind because of their typical existence in particular locations.

  4. There are almost 4989 engineering fabrication and light engineering units in CMA. The distribution of such units are shown herein below:-

Such predominance of light engineering and fabrication units is traditional in nature. These units are not so dangerously polluting.

Control of pollution may be tackled in CMA by way of installing appropriate devices for some type of industries. This may be a temporary measure. There are typical industries like foundry re-rolling, coal briquette, storage battery and antimonial lead, rubber molding (with boiler), paints and varnishes and pigments, drugs and pharmaceuticals where pollution can be properly controlled if the units are relocated new areas. Moreover, it is necessary that such units are set in a complex. The units doing anodizing, electroplating, galvanizing and acid manufacturing and formulation are not based on good financial ground. These are very small business and may be allowed to operate after having taken polluting control measures. In case complexes are thought of in their favor terms must be easy and affordable. Besides a separate chemical complex can be thought of for relocating pesticide formulation and other small chemical units (almost 300 units are located in Howrah).

Relocation:

For best reasons foundries (both ferrous and nonferrous) re-rolling mills, paints, varnish and pigments, storage battery including production of Antimonial Lead, coal/coke briquette, rubber molding (boiler), drugs and pharmaceuticals and small chemical units may be relocated areas for functioning with state-of-art technology.

Summary of Relocation of Land for Polluting Industries

All the polluting group of industries has been considered for relocation of land where the cost of infrastructure depending on the cluster of industries existing has been worked out approximately. But in case of industries like electroplating, anodizing and galvanizing the main idea should be for arranging pollution control method and devices to combat pollution rather than relocation of land as the constitution of these industries are financially very week. Similarly for engineering fabrication and allied engineering group the CMA has got almost 4989 such units distributed in all the areas. However, such units are existing mostly in Howrah followed by North 24 Parganas, Calcutta, Hoogly, South 24 Parganas and Kalyani. It is not perhaps cogent to think of relocating some plot of land to such big group of industries. A separate action plan is being prepared for assessing the modernization and pollution control need of such group industries.
