It is leant that the selection committee under the chairmanship of Vice-President of India Krishna Kant is going to meet to select the chief executive officer and other senior level appointment shortly.

This will be another blatant undemocratic act of the government to appoint a ceo of a important autonomous institution when then are serving as a caretaker government.

Prasar Bharati bill was passed by Lok Sabha in the monsoon session of the parliament of the previous year. However, it was not brought to Rajya Sabha for its consideration before the house was adjourned. Thereafter the government proclaimed an ordinance to give effect to the bill as passed by Lok Sabha. Despite efforts of the combined opposition parties in Rajya Sabha, the government brought ordinance for consideration of the parliament as required by constitution under article 123(2)(a0. This issue agitated the members of the Rajya Sabha throughout the winter session of parliament in 1998 and congress party along with other parties expressed its resentment to the attitude of the government for bypassing the Rajya Sabha and it was felt that the government was deliberately avoiding Rajya Sabha perhaps for fear of rejection of its proposal in the house.

One twenty four members of Rajya Sabha belonging to different political parties wrote a joint letter to the president of India requesting him not to resort tot he ordinance route of the legislation when government deliberately avoided the Rajya Sabha in this matter.

Explaining all this senior leaders of congress Manmohan Singh, Pranab Mukherjee, P. Shiv Shankar and K. Natwar Singh had in a letter to president said in view of the situation stated above, we feel it would not be proper to select the chief executive of Prasar Bharati at this point of time. The present government in office lost the mandate of the people to act as a full government as it was defeated on the floor of the Lok Sabha, resigned from the office and president after accepting their resignation asked them to continue till the alternative arrangement is made.

The 12th Lok Sabha has been dissolved and Rajya Sabha is not likely to meet till the new Lok Sabha is constituted after the election .In the interim period, the government is not accountable to any legitimate forum. They are expected

To carry on the routine administrative work. In view of this, we consider it would be highly improper on the part of the government to make a major appointment like ceo of prasar Bharati.

Any appointment of this office at this juncture is bound to raise controversy and a high office of the vice-president should a not be involved in this controversy.
