Launching the campaign for the forthcoming Lok Sabha election the CPI (M) in West Bengal has said that the need for a third alternative is highlighted. Side by side, the CPI (M) and the left forces are to be strengthened and the secular, democratic forces opposed to the Congress united. These are the major tasks in the election campaign in the booklet released by the West Bengal unit of the CPI (M) in Calcutta of Friday (June 11).

At the very outset, the document makes an evaluation of the national scenario, and analyses the events following the fall of the BJP-led government at the Centre. The BJP has been trying to make out a case for itself for the fall of the government led by it saying that it had been a martyr as the opposition pulled down the government. It was not so. The reality is that the government went out of power because of dissension with the coalition partners of government. From the very date Vajpayee took the oath of office the constituents were quarrelling among themselves. The AIDMK leader Ms Jaylalitha confronted Mr. Vajpayee time and again trying to squeeze more concessions all the time. The Trinamul Congress was involved in quarrel with the Smata Party over portfolio. The militancy of the RSS heightened the dissension within the coalition government too. The BJP-led government went out of power following the infighting and the issues raised over dismissal of the Chief of the Naval Staff, General Vishnu Bhagbwat and those relating to economic corruption pointed out by Mr. Mohan Guruswamy. The much-vaunted 'stability' of the BJP was never attained. Had the government not gone, democracy would have been the casualty.

The booklet elaborates why the CPI (M) wanted the BJP-led government to go. Government why did the CPI (M) agree to support a government led by the Congress after the removal of the BJP-led government? Why did the CPI (M) want to support a Congress government from outside?

It explains that people would no like a fresh election following the fall of the BJP-led government. In that case a secular government be installed at the centre. There has been no change in the CPI (M) analysis of the characterization of the Congress. The Congress has all along given support to the monopolies and big landlords. It is the Congress, which introduced economic liberalism in the country. The Congress leaders were highly corrupt too. But the party was secular through it has compromised with it. So Congress could have replaced the communal BJP by forming a government at the centre. Despite continuing to fight against its anti-people policies, the CPI (M) decided to support a Congress government at the Centre at this juncture. The CPI (M) wanted to provide issue-based support to such a government from outside. There was no question of forging an alliance or front with the Congress.

What is the achievement of the BJP-led government in the past 13 months? The BJP has pursued the economic policy of liberalisation of the Congress government. Despite uttering slogans of 'Swadeshi' it has encouraged investment by multinational companies giving them all sorts of concessions. The concessions were also made available to the large indigenous industrialists too. It has opened the core sector to the foreign private investors. The insurance sector too has been thrown open to them.

The patent Law has been amended with dangerous consequences in sphere of research in agriculture and industry. The BJP has attacked secularism and federal structure of Indian polity. People's sufferings have been increased manifold, prices have been shooting and it has also been explained in the booklet why an alternative government could not be formed after the fall of the Vajpayee government.

The BJP's slogan of 'Hindutva' has ruptured amity between communities and incited violence against Christians. But they know that only the slogan of 'Hindutva' will not take them to the seat of power at the Centre. So the BJP is trying to arrive at an understanding with regional parties. This BJP has calculated, will help in getting over their isolation too.

On the West Bengal situation the booklet says that the Left Front government has been ruling the state for the last 22 years, although the national political scenario is in flux with most of the governments at the Centre not completing their full terms. No government in any state has ruled so long in a state even. People have voted the Left Front to power for five times at a stretch on the basis of their experience of work done by the Left Front and its government.

It also clearly states the measures taken by the Left Front to curb the divisive and communal forces. These forces had been forced to call a halt after being resisted by the secular and democratic parties and element in West Bengal.

An outline of development and the programme on hand has been made in the booklet. The position industrialisation has been incorporated in the booklet. In the last one year the Vajpayee government shunned the path of self reliance by inviting the multinational companies with offers of huge concessions. Under such unstable situation is difficult to ensure the pace of industrialisation; but he process has been started in the State of West Bengal. The successes in the spheres in the spheres of agriculture, education during the last 22 years have been incorporated in the booklet. However, under the existing circumstances it is not possible for any state government to usher in basis changes. Only relief's can be provided to the people. The Left Front and its government in West Bengal are doing this without any let up.

The booklet has referred to the so-called Bengal package of Ms Mamata Banerjee. Ms. Banerjee has been restoring to gimmicks over it all the time. She got some promise made by Mr. Vajpayee at the Brigade Parade Ground meeting. The assurance by Mr. Promode Mahajan, Union Minister at the Brigade Parade Ground that no offices would be transferred from Calcutta to other states, proved to be a hoax. Only a few days later the SBI's foreign exchange department was shifted from Calcutta to Mumbai. Everything Ms. Mamata Banerjee and Mr. Promode Mahajan said at the Brigade Parade Ground were intended to hoodwink the people of the people Ms. Banerjee knows it.
