
| FEATURE THE GUARANTEE TO SUCCESS IS CLOSE TIES WITH THE PEOPLE
JYOTI BASU W e have entered a new century. From our experiences with the fifty years of post- independent India, it is very clear that the Indian people face harder times in the coming days. The prosper of the five decades have gone to a handful of rich in the country and the vast majority of common people have been deprived of the gains. Whatever self-reliance we had achieved was simply dejected by IMF-World Bank policies of neo-liberal economism. The economic sovereinty of our country is now facing danger. The economic crisis is deepening every day due to pressure of external borrowings and conditionalities of such borrowing. The governments of Congress(I) as well as BJP have taken recourse to these policies throughout. The present BJP led government has surrendered to a large extent to imperialist pressures.The eight years of liberalisation has observed lowered rate of growth in all productive activities. Due to lessened budgetory support in agriculture the rate of growth of agricultural production has tapered down. More and more land is being utilised for export based agricultural production. Due to lack of land reforms the future production of foodgrains is facing danger in the country. Industry too is facing recession due to constant attack on public sector, lack of adequate state expenditure, and indiscriminate entry of foreign goods in the Indian market. We always had the small scale sector taking up a leading role in employment generation , but the liberalisation policy pursued by the Centre had even attacked this sector. The free entry of multinationals in the country had hampered the pillar of our traditional industries. The capitalists within the country have expressed concern over this. The prices of essentials have risen so much that it is being increasingly hard to make both ends meet. The public distribution system has been effectively dismantled. The pool of unemployed is swelling. The scope of further employment is decreasing. Several lakhs have become unemployed due to closure of nearly 4 lakh mills in the country. The standard of living of the poor and the common people in the rural areas has worsened. The Central government had decreased the social expenditure of the state. Due to these, the real problems of the country are posing more and more danger to the people. We are entering into the 21st century within just six months with this trauma and danger looming ahead. We are struggling for a new alternative path in the country. This alternative includes a detailed land reforms, increase in rural employment, an expansion of the market through implementation of self reliant programmes, an increase in the rate of growth of agricultural production through an increase in budgetory support to agriculture, distribution of 14 essentials throughout the country at reasonable prices through an PDS,extension of budgetory support towards education, health and other social sectors of the economy, an increase in direct tax rate payable by the rich, decrease the burden of indirect taxes of the common people, confiscate the parallel economy run by the blackmarketeers, devolution of power through effective decentralisation of power, and financial devolution of power from the central government to the state government and to the panchayats. Foreign investment may be welcome in the case of science and technology if we need them. But no foreign investment should come in where we have to surrender the economic self-reliance and sovereignty. This neoliberalism has given rise to massive corruption, corruption in the highest profiles and unprecedented criminalisation. In the background of all these danger, the Left Front government has entered into the 23rd year. The states of West Bengal, Kerala and Tripura have been exceptions to the massiveness of corruption at the government level in the Centre and the state and immoral activities within coalition and the political parties themselves. These three state governments have been exceptions with respect to the attitude towards the people, governance, extension of democracy, among all other contemporary coalitions that have been formed in India. This is the reason why the Left Front government has remained in power for 22 years and could act as a citadel of democracy. The several Left parties are running the government efficiently on the basis of a well directed common programme. The parties are constantly in touch with each other and are well conversant regarding their activities. Whenever there is any dispute, there is resolution through mutual discussions and dialogue. Congress ruled in this state for 28 years. The people of the country know by heart how were the workers, peasants, middle class, refugees and the common citizens of the state tortured. We were pushed behind the bars without trial a number of times. Many of our leaders were arrested and held without trial in false cases and suffered police atrocities. 1100 of our activists were murdered between 1972 and 1977. During the same time period, 20,000 were rendered homeless by the semi-fascist terror unleashed by Congress during those days. The people cannot forget those days when the police-antisocial nexus brought misriule, corruption and anarchy even in education. Police did not arrest a single one for the loot and murder charge during that period.When the Left came to power, the terror and misrule were abolished, the democratic rights of the peopleand the opposition parties were restored, and democracy was protected. Elections were held in municipalities and panchayats and decentralisation of power was achieved. No such elections were held in the Congress regime. There is a heaven and hell difference between the 28 years of Congress regime and 22 years of Left Front rule. We have established a different pattern and direction to the governance of state administration in the last 22 years. We have given respect to the people's opinion. The administrative, financial and constitutional powers of a state
government are limited in the present set-up. Over and above West Bengal had been subject
to discriminatory attitude in the Congress as well as the BJP rule at the Centre. The
Centre had posed obstacles in each step towards development throughout the 22 years. The
Trinamul together with Congress had tried to jeopardise the development of the state times
and again. They are continuing such attempts till now. Most of the dailies have been
maligning us throughout the 22 years. Media have acted as our enemy although we believe in
constructive criticsm. In spite of all these we have been successful in giving peace to
the people of the state. |
