The Polit Bureau of the CPI (M) condemns the Vajpayee government's continuing refusal to call a special session of the Rajya Sabha to discuss the Kargil situation, despite the demand of the entire opposition. In the all-parties meeting held on June 28, this demand was reiterated by all major opposition parties. The Prime Minister had assured the meeting that the demand would be considered and an appropriate decision taken soon. However, it is clear that the BJP is still adamant about not calling a Rajya Sabha session.

The Vajpayee government has no right whatsoever to prevent the only House of Parliament in existence from meeting, at a time when the entire country is seriously concerned about the ongoing military operations in Kargil. In the past, in much more serious situations of conflict, Parliament met and debated the issue. Now, with the Vajpayee government continuing as a caretaker government and the Lok Sabha being dissolved, the only forum available is the Rajya Sabha.

The Vajpayee government cannot constitutionally stop the calling of the Rajya Sabha neither can it dictate the scope of debate to take place in the House. The Vajpayee government's anti-democratic and partisan stand will only hamper the national effort required to meet the Kargil situation. The Polit Bureau of the CPI (M) calls upon the President of India to exercise his constitutional right to convene forthwith a session of the Rajya Sabha.
