Trained jointly by the CIA and the Pakistan's ISI (Inter Service Intelligence) on Pakistan soil across Afghan border in Peshwar and Quetta, several thousand Mujahideens are fighting the Indian Army in the Kargil and Dras sectors. Even as the U.S. President Bill Clinton carefully avoids his responsibility for withdrawing the Mujahideens from the battlefront, the onus lies on the Pakistan Prime Minister, Nawaz Sharief for pulling out the Mujahiddens, Mr. Clinton wants to play the role of an honest broker for peace hiding all the time the U.S. Government's role for funding the Mujahideen out fits with money, material and what not. But he wants that the Pakistan will have to withdraw to the Pakistan territory vacating the Indian territory across the line of control in Kashmir.

The veiled appeal to the Mujahideens by the Pakistan Government its Prime Minister Mr. Nawaz Shariff has not been complied with by the leaders of the Mujahideen outfits till now. Mr. Clinton like his CIA, the outfit for covert operations worldwide for America wants to remain in the background as before. But can the US activities remain in the wraps as proposed?

It is by now clear all over the world that the CIA or the US government has the conspired for the current Kargil flare up sheltering itself behind the Pak army. Now was it correct to say that Mr. Nawaj Shariff was announced the Kargil development and the Mujahideens. And the truth is that the U.S. President has assumed the role of a mediator on its own to hoodwink the whole world in general and the people of South Asia in particular. He had sent his special envoy to Islamabad and Delhi and Admiral Zinni as part of his quite diplomacy. Mr. Clinton himself maintained a telephonic contact from Washington with Mr. Nawajz Shariff and the Indian Prime Minister Mr. Atal Behari Vajpayee, the purpose being an attempt to defuse the Kargil crisis.

Mr. Vajpayee has in so many words in the past controversial agreed to sign on behalf of Indian Government the CTBT (Comprehensive Test Ban Treaty) and Mr. Bill Clinton has kept on hold his proposed visit to India. He may be looking forward to this visit now sometime in September when the elections will be over, and it will be easier of the US President to put pressure on the Indian Government to sign the treaty. Of course the US administration is proceeding on the premise that the BJP-led government will be installed in Delhi by then.

But can Mr. Bill Clinton confess to covert operations, espionage for decades in different countries of South Asia?

Whoever may he the US President - be it Mr. Jimmy Carter, Mr. Ronald Regan, Mr. Bush the US government and the CIA has always attempted to see to it that politics remain in a state of flux as part of its global policy. Heads of States have been assassinated, sabotage have been rampant.

Instability has been proposed to be maintained in the region to gain foothold where the America influence has not been that solid onto the situation was what conducive putting the US operatives to clinch all issues in favour of the US government.

There has been no dearth in supply of arms by the CIA to the Mujahideens in Afghanistan. The ISI in Pakistan has developed over decades as a stable conduit through which training of the guerrillas or Mujahideens and their deployment in Afghanistan was ensured. History is replete with numerous such examples.

In 1987 Jack Anderson of the Washington Post wrote in the paper that the secret method of supplying arms to the Mujahideen in Afghanistan had been unfolded. The CIA, they wrote, shipped arms to Pakistan, it reached the ISI and thereafter it was supplied to the Mujahideens in Afghanistan. The CIA's covert operations among the Mujahideens have also been detailed in the ISI's Afghan Bureau's Brigadier Muhammed Usuf and Major Mark Adkin in their book titled. 'The Bear Trap'. Brigadier Usuf had been given the responsibility by the ISI to train and dispatch Mujahideens inside Afghanistan. Centering Afghanistan, the CIA's covert operations were carried on for several years.

According to Brigadier Yusuf the CIA's main task was to spend money. Without getting itself directly involved in spending the money the CIA put the responsibility on Brigader Muhammed Yusuf.

Says Mr. Muhammed Yusuf, billions of dollars worth of trucks, fuel oil, camels, and other beasts of burden, medicines, and of course, arms used to be purchased with the CIA money. According the Brigadier, in 1987 alone 30 to 35 million rupees were spent for purchase of food only. In 1983 arms amounting to 10,000 tons were purchased rising gradually to 65,000 tons in 1987. From small arms to anti-aircraft rocket launchers or anti-tank rocket launchers and even the heat-seeking stinger missiles were given to the Mujahideens. The Mujahideens being natives of the mountainous terrain were physically fit for guerrilla operations. They also required, according to the ISI Brigadier, most sophisticated and modern weapons. For years on end the CIA and the ISI combined their activities in providing funds and as well as training to the Mujahideens. Enormous funds were channelled through the CIA and the ISI. For transporting arms and ammunitions to destinations inside Afghanistan 15 to 20 dollars a Kg was spent in 1986. To reach a mortar from Pakistan to Mazar-e-Sharif as much as 1,100 dollars were spent. For transporting a 65 dollars had to be earmarked. Every month the CIA used to send money to the ISI's secret bank account in Pakistan.

With the army rule continuing in Pakistan for a long period it was easier for both the CIA and the ISI to work in close cooperation to coordinate the cooperation. In the following years too the Army and the fundamentalist organisations holding the reins of power, joint operations of the two bodies used to continue.

During Brig. Usuf's tenure for four years till 1987 the CIA and the ISI jointly trained 80,000 mujahideens. These mujahideens better know as militants are now fighting the Indian the Indian Army coming across the Line of Control from Pakistan and one surreptitiously occupying vantage positions on Indian territory. And the regular Pakistani soldiers and providing the back-up support to them. The CIA-ISI model of covert operations in Afghanistan is also being repeated now in he Kargil-Dras sector. The CPA-ISI combine has not only arranged for men, money an material in the current phase of conflict in Kashmir, the duo has planned the war like situation that has developed and position the mujahideens and the regular soldiers of the Pak Army on vantage points of the peaks inside Indian territory. The CIA in league has masterminded the whole plan of action with he ISI of Pakistan.

The USA cannot oblige other nations to brand Pakistan as a terrorist country. A Democrat Member of the US Congress, Mr. Garry Ackerman, voiced even the same demand. But the US foreign Department spokesman, Mr. James Rubin, has turned down the demand. True, it is not possible for the USA to concede the demand as in reality, aided by the US, Pakistan's ISI, other espionage wings and fundamental and extremist outfits have been carrying on the terrorist activities inside Kashmir. These outfits are also launching frontal attacks on the Indian army too whenever the situation is conducive to them. And the US President, Mr. Bill Clinton in a bid to put a lid to all these covert operations, has been trying to assume a role of a peacemaker in the sub-continent.
