US imperialism is organising new conspiratorial plots against the socialist Cuba. This is evident from secret instructions from President William Jefferson Clinton to the CIA to undertake fresh initiatives for ousting Fidel Castro, the revolutionary President of Cuba.

Washington's hostility towards Cuba can be dated from the very day Castro established a socialist regime in that island. Initially, the American administration encouraged dissent inside Cuba and incited the dissidents to foment internal troubles, including assassination attempts on Castro. Cuban refugees with US support are taking shelter in Miami that has emerged as the operation base for hatching conspiracies against Cuba. In fact, so many plots to kill Castro have been unearthed that attempts on the life of their favorite leader is no longer a news for Cubans. Th USA has even airdropped provocative propaganda material on Cuba to provoke an uprising against Castro. Washington stooped so low as to drop narcotics on the island with the help of some renegade Cubans, nicknamed `Brothers to the Rescue'.

The year 1961 saw the `Bay of Pigs' crisis. The US administration had hatched a conspiracy for an armed invasion of Cuba. But when the erstwhile Soviet Union became aware of the mission it threatened to use nuclear missiles for thwarting the US move. Superpower tensions reached a new height and the USA had to bid a retreat. Once the USA failed to oust Castro by direct interventionist measures she started carrying on hostility against Cuba by indirect means. One such method was propaganda warfare. For instance, Cuba’s support for Angola’s fight against imperialism occasioned an evil propaganda campaign against Cuba by the US administration. But no amount of hostile propaganda could sever the ties between Angolans and Cubans. Rather, the two countries have come closer.

Shortly after Fidel Castro assumed power the American government imposed a total economic blockade on the tiny island. Washington enacted the `Cuba Democracy Act’ which empowered the President of the USA to authorise operations for overthrowing Castro in the name of democracy. The law directed the USA to severe relations with any country involved in trade or any other economic relationship with Cuba.

The USA is continuing its economic warfare against Cuba despite several indictments by the General Assembly of the UNO, which, time and again, has considered the blockade as a violation of international covenants. But the USA has used its veto power in the Security Council to stifle the voice of the General Assembly. In this connection it would not be out of place to comment on the US handling of the UNO. During the early days of the Cold War the UN was controlled by the imperialist powers led by the USA. But with the growth of Nonaligned Movement the character of the UNO, especially of the General Assembly, changed. Along with the Socialist world the NAM exposed the anti-people and imperialist character of US foreign policy. Faced with this challenge, the USA sought to undermine the world body by drastically reducing its financial contribution to the UNO. The Western powers now decided to ignore the UNO and organize their imperialist designs outside the ambit of the international organization. If and when a democratic demand finds a way to the Security Council it becomes a victim of the US `veto’. It was in this phase the US disregarded the General Assembly’s directives on Nicaragua, Grenada, Panama and Cuba. The fall of the Soviet bloc has provided a new impetus to American imperialist ventures in Iran, Iraq, Yugoslavia, the Balkan states and Latin America. The eclipse of the Soviet Union has also caused additional hardship for Cuba because she was the island’s major economic partner and source of financial support. But under the able leadership of Castro the Cubans have faced the crisis bravely and with grit and determination. Cuba has evolved new ways to sustain the economy and avert an impending disaster. Nothing could dampen the high spirits of Cuba. Those who have been threatening Cuba with destruction should realise that Cuba is not afraid of them. Castro has firmly asserted that the Cubans who have faced nuclear threats for decades would never be cowed down by economic or any other blockade. Cuba today – as ever – stands united defying all imperialist designs. Meanwhile, many European countries have reconciled themselves to this reality and are preparing themselves to develop economic and business ties with Cuba.
