PI(M) calls teh nuclear doctrine by BJP govt illegal and untimely

Staff Reporter

Communist Party of India (Marxist) declared the issuance of the draft nuclear doctrine by the national Security Advisory Board as an illegitimate act, and registered strong objections against the said doctrine. The Party also dismissed the contention of the national security advisor, Brajesh Mishra, that the nuclear weapons strengthen national security. Addressing a joint press conference, CPI (M) Polit Bureau members Prakash Karat and Sitaram Yechury, questioned the fallacious argument of the national security advisor, and stated that infact Pokharan had paved the way for Kargil.

Elaborating on the issue, Prakash Karat pointed out that the said nuclear doctrine did not have the sanction of the parliament, and the caretaker government has no business to take major policy decisions. Karat further stated that this important issue does not find mention in the NDA manifesto released a couple of days before, and is only aimed to bolster the electoral chances of the BJP. The CPI (M) leader described the National Security Advisory Board (NSAB), as a club of nuclear hawks, it does not include a single person in favour of nuclear deweaponisation.

Prakash Karat noted that the draft nuclear doctrine was even against the much-talked about Lahore Declaration of the Vajpayee government. This declaration would only serve as an invitation to Pakistan, to match India in the nuclear weapons. The CPI (M) leader also drew attention towards the high cost involved in maintaining the "credible nuclear deterrence." He pointed towards the government order asking its employees too not to apply for payment of arrears.

Sitaram Yechury dealt with the issue of politicisation of the army. He referred to the letter written by the CPI (M) general secretary Harkishan Singh Surjeet to the President. Yechury pointed that earlier it was the briefing of the BJP national executive by the senior officers of the armed forces, and it has been followed by the logistical and material support by the army and the ITBP to the 'Sindhu Yatra' organised by the RSS. He said that such incidents are seriously harming the neutrality and the non-partisan character of the army.

Yechury reiterated the appeal of the Party to the President, who in his capacity as the supreme commander of the armed forces should step in to prevent the politicisation of the armed forces. This, according to the CPI (M) leader was all the more important in view of the coming elections, in which the Kargil issue, would be an important one.
