
| Editorial CONSTITUTIONAL REFORMER - REFORM THYSELF T he National Democratic Alliance led by the so-called 'Swadeshi but otherwise saffron brigade' in their election manifesto has promised to take measures for ensuring a fixed term (5 years) for Lok Sabha and other Legislatures. It also wants to replace the present 'No Confidence Motion' with the German System of 'constructive vote of non-confidence.' It may be recalled that after the 1998 election BJP had also asked for a constitutional reform to change the present Parliamentary form of Government to the Presidential form in line with USA.One may wonder as to why these Swadeshis feel so uncomfortable with the Constitution framed by some of the stalwarts of the Indian Freedom Movement and have to look to videsh for ideas. One may also wonder as to why this bright idea did not occur to the brain trust of BJP, specially Shri L. K. Advani, when they brought down the 11-month old V. P. Singh Government in 1990 and BJP was one of the major supporting parties of the Government. When in 1997 Congress brought down the Deve Gowda Government or in 1998 when the Gujral Government fell, did the BJP brain trust think of "constructive vote of non-confidence" or is it that when they vote against a Government that becomes the constructive vote of non-confidence and when they are voted out of power it becomes a "destructive vote of non-confidence." As a matter of fact, people have to think about the ways to reform such double-talkers rather than reforming the Constitution. The only way to reform them is to keep them out of power. 6th September, 1999. |
