Staff Reporter T he Election Commission has censured the Defence Minister and Samata Party leader, Mr. George Fernendes for trying to scuttle the election process in Bihar. The Commission has said that Mr. Fernendes had leveled wild and baseless charges of procuring fake ballot boxes and printing of excess ballot papers for some Lok Sabha constituencies in Bihar Mr. Fernendes went to the extent of stating that the Union Home Secretary had confirmed to him that excess ballot papers had been printed in the Saraswati Press, Calcutta an allegation that was immediately denied by the Union Home Secretary, Mr. K. Pande.Criticising Mr. Fernendes in the severest of terms, the Election Commission said that Mr. Fernendes had tried to misuse the government administration even. The Election Commission dismissed these all allegations as wild, fabricated and baseless. The Commission said that it had made elaborate inquiries on Mr. Fernendes' allegations but all these were proved baseless. The Commission even after receipt of Mr. Fernendes' allegation sent a team to Calcutta to investigate the allegation of excess printing of ballot papers. After appropriate and detailed inquiries the investigation team found no irregularities in the printing of ballot papers. The Commission said that these baseless charges were given wide publicity. The Commission said that Mr. Fernendes by his written admission sought to use the DIB to disturb the election process in Bihar. The Politburo of the CPI (M) has sought immediate resignation of Mr. Fernandes for such irresponsible act and for deliberately misleading the country by leveling wild charges against the Bihar and West Bengal governments. The politburo also demanded of the Prime Minister that he clarify the alleged involvement of the Intelligence Bureau. This is all the more necessary, given the official denial by the Home Secretary on behalf of the Director, Intelligence Bureau, of any such intervention. The contradiction between Mr. Fernendes' claim and the DIB's denial needs be cleared any delay by the Prime Minister, particularly since the DIB reports directly to him tantamount to Mr. Vajpayee's own involvement in the conspiracy to spread information in order to influence the voters. The politburo of the CPI (M) also called upon the people to see through the nefarious campaign being by the BJP and its allies which seeks to undermine every constitution in the country. The politburo also expressed deep concern at the manner in which the acting Governor of Bihar questioned the competence and the authority of the Election Commission in the ongoing electoral process in Bihar. The Bihar Governor should not have released his communication relating to the Election Commission to the Union Government, it said. In the first place, the Bihar Governor should have brought to the notice of the government of Bihar any complaint that he had against it. Following the footsteps of the earlier RSS-leader appointed Governor Mr. S. S. Bhandari this acting Governor, due to retiree on 6th October, as Chief Justice of Patna High Court. Had chosen to bypass the State Government and the Election Commission to address his grievances to the Union Home Minister. The communication by the acting Governor came in tandem with the wild charges leveled by Mr. George Fernendes. Having failed to substantiate their earlier charge of fake ballot boxes they came up with a new fabrication. Accusing the Governments of Bihar and West Bengal of criminal conspiracy to print excess ballot papers. Mr. Fernendes invoked the authority of the Director of Intelligence Bureau to justify his outrageous charges. The politburo apprehended that the present ruling combine, jittery with the prospect of certain defeat was out to thwart the electoral process. The politburo urged the Present of India to uphold the sanctity of the Articles 324 and 329 of the constitution, which unequivocally bestowed upon the Election Commission the authority to complete the election process. |
