
| NEWSNOTES CPI(M) MP ASKS PM TO INTERVENE INTO IRCC TROUBLE
Staff reporter T he cabinet last week, has taken decision for closure of IRCC Ltd and force its 154 employees to accept "voluntary" retirement, contrary to the declared government policy that no employee will loose their job.IRCC was set up in 1976 as premier Road Construction Agency of the government of India, to participate in the Road Construction activities of various developing countries. The Corporation completed to the entire satisfaction of the clients, 25 contracts valued at around Rs.300 crores, in Libya, Iraq and Yemen and project worth 6 crores in India. In 1982, IRCC ranked 124th among top international contractors by Engineering News Records of New York. CPI(M) MP Hannan Mollah has raised this issue in a letter to Prime Minister Atal Behari Vajpayee. Explaining the story behind current situation Mr. Mollah said, the company has suffered losses due to non-payment of dues from abroad from its clients and it could not pay heavy loans drawn from government for its contractual obligations and also could not pay interest. But the war and other conflicts were responsible for it and government could have negotiate properly to get their dues cleared. The ministry of Surface Transport imposed a ban on the company to take further contracts either in India or abroad, in 1986. Since then the company remained idle, but the government did not decide to close down the unit at that time. So the recurring expenditure to keep the company without work for last fourteen years, caused huge loss. Who is responsible for that ? Employees or officials and government? The Principal Director of commercial Audit and Ex Officio member, Audit Board III commented in his report to the government, "thus due to governments indecision in the matter of closure of the company on one hand and imposing a ban on company from undertaking fresh contracts on the other, led to a situation where the company had practically no work, for more than a decade but it had to support idle man power at considerable const". Who should be punished for that? The people or those bureaucrates who killed this PSU by their indecision? Why such an infrastructural work based company which specialised the road development, was denied to work but set up another agency like the NHAI for the same purpose? CPI(M) MP said in his letter, I am told, during most of the time IRCC was headed by officials from ministry of surface transport. Only one CMD was appointed from open market, when IRCC was recovering. So why those government officials responsible for this should not be identified and punished? Why those employees at their middle age, after 15/20 years service suddenly will get marching order? While you have announced construction of super Express High ways from Kashmir to Kanyakumari and placed the Road Development under infrastructure sector, it is surprising that only PSU which has expertise to such job is getting winding up order. He suggested, the government is planning to go for huge road construction work in coming years, the IRCC should be involved in that effort instead of closing it down. |
