Conspiracy of the Communal Forces Defeated

As we go online comes the welcome news of the resignation of Mr. Nitish Kumar as the Chief Minister of Bihar, and installation of Rabri Devi as Bihar Chief Minister. It became clear that he could never have won the confidence vote! In the first place, this illegitimate government was thrust upon Bihar by a brazenly partisan decision of the Governor, V.C. Pande. By no convention or yardstick can he defend his preposterous action. For, in a situation of hung assembly either the largest party or the largest pre-poll alliance should have been invited. The RJD-CPI(M) alliance had 124 seats as against 121 of the NDA. The single largest party was the RJD with 122 seats, in itself, one more than the communal combine. While the NDA submitted a list of 146 MLAs, the RJD had submitted a list of 161 MLAs.

Clearly, the Governor was eager to prove that he is "more loyal than the king". For the communal combine, he turned out to be a shade better than the earlier incumbent, RSS pracharak, S.S. Bhandari. The Governor, thus provided full opportunity and time to the NDA to indulge in horse-trading and money laundering.

The NDA left no stone unturned to lure MLAs from other parties. A section of the national press reports first hand information that the NDA offered Rs. 50 lakh and a Ministry to the MLAs in return for supporting it. (The Statesman, 10th March, 2000)

Inspite of all these efforts, the NDA failed to go beyond the list of 146 MLAs they provided the Governor. This constitutes a big victory for democracy and a major setback for the communal forces.

Facing in imminent defeat, the NDA withdrew its candidate for the Speaker of the assembly and supported the candidate proposed by Laloo Prasad Yadav. This, in itself, sealed the fate of the confidence vote. Clearly, the NDA was never in a position to muster majority in the Bihar assembly.

That the communal combine could stoop to such an extent to foster a patently undemocratic and minority government in Bihar exposes its total lack of scruple and respect for democratic norms. The office of the Governor has been besmirched. Mr. V.C. Pande who has brought unprecedented ignonomy to the Governor's office must quit forthwith or be recalled by the President.

Having defeated this conspiracy of the communal forces, the secular forces in Bihar must now unitedly address themselves to strengthen the struggle against communalism and to meet the developmental aspirations of the people of Bihar.
